Project Purpose and Outcomes
*Where is the specific geographical area to be served? L.W. Burnett Elementary School is located in Douglasville, which lies about 20 miles west of Atlanta, Georgia.
*What is the unemployment rate? 10.8%
*What is the high school graduation rate? 89.7% of individuals in Douglas County graduate high school
*What is the drop-out rate? 3%
*What is the poverty level in the geographical area served? 15.9%
*If you are a school, what is the free/reduced lunch rate? 87%
*Project/Program Purpose: Increase literacy skills among 200 3rd-5th grade students by purchasing high interest, low vocabulary books. The focus group will be male students that have either been diagnosed with a learning disability or are reading below grade level, but books will also be purchased that interest our struggling female students. The idea of this project is to keep students out of trouble, and create a media center that provides a plethora of books on a variety of interest and reading levels. Award money will be used to purchase books and accompanying Accelerated Reader tests for upper elementary students that are either reading below grade level or students with disabilities. One of the best ways to become a better reader is to read as much as possible. High interest low vocabulary texts will allow our struggling readers texts that they are eager to read, which will increase the number of books that they read. Therefore having a significant impact on their literacy skills.
Project Design and Evaluation
*Project/Program Design: Based on beginning of the year assessments and teacher recommendations, 3rd-5th grade students will qualify to be participants in the program. At the beginning of the program, students will take the STAR Reading assessment to get an initial reading level. Students will be required to check out one of the books from the designated reading section in the media center. The frequency of books checked out will be based on the length of the book. When students check-in their book, they will be prompted to first take the accompanying Accelerated Reader test. Individual students will record and keep track of the books that they have read and the scores they made on each test. Once each semester, students in the program will participate in a literature circle. At designated times throughout the year, students will be rewarded for participation in the program. This will be a time to acknowledge their hard work and accomplishments.
*Timeline: Out of Trouble, Into Reading will begin within the first three weeks of school and will conclude two weeks before the end of that same school year. To satisfy program requirements, students will be asked to log a minimum of five books per month. At the end of the program, students will take the STAR Reading assessment to determine reading level.
*Measurable Results: By the end of the funding period, 20 students will increase their reading comprehension by one grade level.
*Assessment Methods: Accelerated Reader tests on each book provided for the students will serve as the measurement tool for students individual reading comprehension. The STAR reading program, a instructional technology program that assesses student reading level, will be the overall measurement tool for Out of Trouble, Into Reading.

The instructional materials budget will go to fund incentives and prizes to help motivate the readers participating in the program.
